Energy poverty in Europe

Why one in 11 Europeans cannot heat their home — and what helps.

More than just a winter problem

Energy poverty affects roughly 9% of EU households — over 41 million people in 2023. The European Commission defines it as households spending more than 10% of disposable income on energy, OR being unable to keep the home adequately warm.

Solutions sit on three levels: • HOUSEHOLD: draught-proofing, thicker curtains, lower heating-flow temperature. • COMMUNITY: shared 'warm spaces' in libraries and community centres in winter. • POLICY: the EU Social Climate Fund (2026 onwards) and national renovation grants.

Local energy advice charities offer free home-visits — search 'energy advice <your city>'.
