The European Pillar of Social Rights

20 principles that frame a fair European social market.

From paper to action plan

Adopted in 2017, the European Pillar of Social Rights groups 20 principles across three chapters:

1. EQUAL OPPORTUNITIES and access to the labour market. 2. FAIR WORKING CONDITIONS. 3. SOCIAL PROTECTION and inclusion.

The 2021 Action Plan set headline 2030 targets: 78% employment, 60% adult training participation, and at least 15 million fewer people at risk of poverty (including 5 million children). Communities can track progress via Eurostat dashboards and the European Semester national reports.
